What software development costs in Dubai and the UAE

Anyone quoting a single figure before understanding your integrations is guessing. These are the bands we see in practice, followed by the variables that decide where inside them a project lands.

Outcomes

  • A defensible budget range before you commit
  • The specific variables that apply to you
  • A phased plan so spend follows proof
  • An indicative estimate in minutes

Pricing

Where it is used

Small operational system

One process, a handful of roles, one integration — typically €45,000 to €90,000.

Departmental platform

Several processes, external users and two or three integrations — €90,000 to €250,000.

Operational core

Business-wide, multi-country or heavily regulated — €250,000 upwards, phased.

What we deliver

  • Integrations: each external system adds scope, testing and failure handling
  • User roles: permissions multiply surface area faster than screen count suggests
  • Compliance: GDPR, auditability and data residency change architecture
  • Data migration: years of messy history is the most underestimated line
  • Platforms: adding native iOS and Android typically adds 40 to 70 percent
  • Speed: compressing a timeline costs more than the same work done in sequence

Who this is for

  • Teams preparing a budget line or board case for a bespoke system.
  • Buyers comparing quotes that differ by a factor of three and want to know why.
  • Companies weighing licence spend plus workarounds against a build.

How delivery runs

  1. 01

    Scoping

One to two weeks on the real workflow, systems and data. Output is a written scope and an indicative band.

  2. 02

    Phased plan

The first usable release is identified explicitly so spend produces something usable early.

  3. 03

    Fixed first phase

Phase one is quoted as a fixed price where scope allows; later phases are re-estimated with real velocity data.

  4. 04

    Change log

Anything added after sign-off is estimated and scheduled in writing, so the budget never moves quietly.

Realistic timeline

Weeks 1–2

Discovery, scope and band.

Weeks 3–12

First usable release for the primary workflow.

Months 4–6

Secondary workflows, integrations, migration and go-live.

Build or buy

Buy something existing when

  • A mainstream product covers the process with light configuration
  • You need it live within weeks
  • No integration beyond standard connectors

Build custom when

  • The process is your commercial edge
  • You pay licences and still run the real work in spreadsheets
  • Integration between existing systems is the actual problem

We say so in discovery when buying is the better answer — that conversation is far cheaper than the wrong project.

What moves the price

Number of user roles and workflows

Each distinct role brings its own screens, permissions and test cases. Two roles is a small system; seven is a programme.

Integrations

Integration is usually the largest single driver — the mapping, error handling, environments and reconciliation, not the connection itself.

Data migration

Historic data quality determines whether migration is days or weeks. Inconsistent legacy data is the most common overrun.

Compliance and audit

GDPR retention rules, audit trails and role models are engineering work and are quoted separately from features.

Where projects go wrong

Budget set before scope

A number agreed before discovery is a guess. We give a band after a short scoping phase and narrow it once the workflow and integrations are documented.

Data migration priced last

Legacy data is rarely as clean as expected. We survey the actual export during discovery rather than assuming it at the end.

What is different in this market

What changes the UAE number

Bilingual Arabic and English interfaces, VAT-compliant documents, multi-entity structures and regional hosting each add scope that a single-language single-entity build does not carry.

Gulf working week

Delivery, reviews and support run to a Monday–Friday Gulf schedule, so approvals happen in your working day rather than the following one.

How we work with UAE clients

We deliver remotely for UAE businesses with on-site visits arranged per engagement. We do not claim a Dubai office, local staff or local client references we do not have.

FAQ

Questions buyers ask

What is the minimum realistic budget?+

Around €45,000. Below that you are usually better served by configuring an existing product, and we will tell you so.

Why do quotes vary by 3x?+

Usually because suppliers are pricing different scopes. A documented specification is what makes quotes comparable.

Can we phase the investment?+

Yes. We scope a first release that delivers value alone, then phase the rest against results.

What are the ongoing costs?+

Hosting, support and iteration — typically 12 to 20 percent of build cost per year.
